Pre-planning
The sales department wants to expand into a region or district because it sees potential there. Solid preliminary planning, which defines routes and costs, serves as the basis for decision-making.

Literally knowing where to go
Preliminary planning comprises five main aspects:
- Budget planning: What costs need to be taken into account, both for labor and materials.
- Determining the connection rate: At what point (keyword “pre-marketing” or “demand bundling”) does the development of the planned area become profitable?
- Exclusion of domestic connections: Which properties cannot be developed (e.g. due to difficult structural conditions such as a watercourse) or should not be developed (e.g. because their demolition is already foreseeable) and are therefore not taken into account?
- Definition of the location: What are the appropriate locations for the headend / central office or the PoP(s) (“Point(s)-of-Presence”) and where should the local distributors (street cabinets) be placed?
- Existing infrastructure: Identify and take into account the infrastructure already in place.
A pre-planning solution must be able to take all these aspects into account. It must also be easy to use and provide quick, actionable results. After all, the outcome of preliminary planning (considerations) is open.

Typical cost factors before the first end customer can even be connected include civil engineering work, material costs, personnel costs, and the approval process.
Successful preliminary planning therefore demonstrates potential savings (in terms of materials and expenses) and provides reliable calculations. This means that customers and investors know where they stand. It is also ideal for tenders and for submitting bids.
Another important point is the reusability of the pre-planning results. This avoids duplication, which costs time, money, and staff resources.
AND provides the ideal tool for this with its AND WebSolution pre-planning solution.
